Visiting family on Anglesey last week, came across this "hearth ornament". No known history, but it forms the base of a (child size) shoe last, the "leg" having been driven into the ID of the brass part. The brass part, approx 2" diameter and 4" long, appears to me to be a bearing "shell", the cutaway part suggesting a ring oiler ... although I fancy that both inner and outer diameters are bearing surfaces.
